2021-22 Budget Development and Timeline

I hope this note finds you well and enjoying the spectacular weather! I am reaching out this afternoon to share information about the status of our 2021-22 HCS Budget and important budget timeline dates.

2021-22 HCS Budget Update
The local and global experience with COVID-19 has many far reaching, and potentially long lasting points of impact. One such impact area is the 2021-22 School Budget. There is no mistaking that the 2021-22 budget cycle, and likely in subsequent years, will be difficult ones. Given revenue constraints (related to state aid) and expenditure obligations (fiscal drivers such as contractual obligations, health care, social security, and retirement), our objective in developing the current 2021-22 draft budget is to strive for minimal impact on programming and services that directly impact students, learning and outcomes for EVERY CHILD. The HCS leadership team is closely examining reduction of costs and we are factoring political, fiscal and programmatic implications - district enrollment, district priorities and goals, student and staff wellness and safety, SED mandates and guidance, class sizes, elective offerings - into very difficult decisions.

To date, we have accounted for known aid allocations on the revenue side of our 2021-22 draft budget. If you are following the news and the “state of the state,” there may well be state aid implications for all NYS school districts as a result of additional federal stimulus monies. The NYS Senate and Assembly recently introduced complete sets of budget bills amending original proposals submitted by Governor Andrew Cuomo. State level negotiations have begun with the Cuomo Administration to balance the 2021-22 state budget, which is due on March 31.

Given that our aid runs may exceed initial forecasted amounts, and that we anticipate updated aid information from the state on or about 4/1, we will be moving forward with an amended budget timeline as follows:
  • March 24: Budget Update during Regular Meeting of the Board and Meet the Candidate for BOE Special Election
  • April 7: Budget Workshop during Regular Meeting of the Board
  • April 21: Budget Adoption by BOE during Regular Meeting of the Board
HCS Board of Education Expiring Terms/Vacancies
The HCS Board of Education has three expiring terms this spring. If you are interested in becoming a candidate for a seat on the Honeoye Board of Education, please access the information on our website to assist you in the process. Elections will be held Tuesday, May 18, 2021 from 6:00am - 9:00pm, at the Honeoye Central School. Each of the three (3) candidates, who receive the greatest number of votes, will serve a three year term beginning July 1, 2021 through June 30, 2024.

Board members whose terms are expiring this year are: 
  • Andrea Badger 
  • Jerald Passer 
  • W. Keith Stumbo 
The District Clerk must receive petitions no later than 5:00 pm, on Monday, April 19, 2021, at the District Office located at 8528 Main St, Honeoye, NY. Petitions must bear signatures of at least 25 voters eligible to vote in the Honeoye election on May 18, 2021. A voter may sign petitions for more than one candidate. To be an eligible voter, an individual must be: 
  1. A US citizen 
  2. At least 18 years of age 
  3. A resident of the school district 30 days or more prior to the May 18, 2021.

  • April 21: Board Adoption of tentative 2021-2022 Budget
  • April 26: 3rd Legal Notice of Annual Meeting
  • April 26-28: Budget Books Mailed
May 2021
  • May 5: Budget Hearing (6:30 PM)
  • May 5: "Meet the Candidates Night" during Regular Meeting of the Board
  • May 9: 4th Legal Notice of Annual Meeting
  • May 12: Last Day to Mail School Budget Notice (postcard)
  • May 18: Budget Vote and BOE Election
  • May 19: BOE accepts 2021-2022 Budget Results
